Govt mulls extended security act use as Urupong rally continues

BANGKOK, Oct 14 – Security officials are assessing whether the Internal Security Act (ISA), enforced in three crucial government-oriented Bangkok districts since last Wednesday, should bewidened as the government tries to persuade protesters to move from Urupong intersection to Lumpini Park, Deputy Prime Minister Pracha Promnok said today.

Urupong protesters peaked at 1,100: police

BANGKOK: -- The crowds at Urupong rally site surged to a record level of 1,100 last night, peace-keeping spokesman Police Maj General Piya Uthayo said on Monday.

Piya said police were monitoring the situation on a daily basis before deciding whether to extend the security enforcement from Government House to Urupong.

He also said police were checking whether protest organisers had sought and received the city permission to erect the rally tents and use loudspeakers.

Protests should confine to Lumpini Park: Pracha

BANGKOK: -- Deputy Prime Minister Pracha Promnok on Monday called for protesters to move from Urupong to Lumpini Park.

"I want protesters to consolidate their rallies at the park because a third hand might instigate trouble at Urupong," he said.

The anti-Thaksin rallies are presently organised by the People's Army against the Thaksin Regime and by its splinter group, the Students and People Network for Thailand Reform.

Senate extends vetting of Bt2-trillion loan bill

BANGKOK: The Senate Monday extended the vetting of the Bt2-trillion loan bill until November 23 as proposed by an ad-hoc committee.

Vichuda Rattanapian, who is the deputy president of ad-hoc committee the for the Bt2-trillion loan bill, proposed the extension during a Senate meeting.

Vichuda said the Bt2-trillion loan bill has a lot of important details that need to be carefully considered so the Senate should extend its vetting time for 30 more days, or until November 23. Initially, the vetting was scheduled to be done by October 30.

The Constitution requires that the Senate must finish deliberation of a financial bill within 30 days from the date of the bill is sent to Senate unless the Senate votes to extend the deliberation on a case-by-case basis.

Prachinburi governor reports that flood water in many areas of the province have started to subside.

Prachinburi governor has reported that water levels in many areas of the province have begun to subside -- with the exception of Ban Srang subdistrict, which is still on high-alert. The governor has also announced that households that have not yet received aid should contact local sub-district headmen or village headmen for immediate assistance.

Ms. Jitra Promchutima, Governor of Pranchinburi, has revealed that the overall situation of the flood in the province is improving. There have been no rainfall in the past couple of days. However, Ban Srang subdistrict’s water levels is still critically high thanks to more water flowing in from other sub-districts.

The governor has reaffirmed that officials are doing their best to help the flood victims. She also urged any resident who have not yet received assistance to directly contact local sub-district headmen, village headmen, or volunteers in the area.

Over 40,000 households and 190,000 rai of agricultural land as well as religious buildings, historical sites, and schools have been damaged by the flood, said the governor,

Local residents have also been advised to keep a close watch on the meteorological report on typhoon Nari, expected to make landfall on the shores of Vietnam between October 15-16, which could result in more downpour in many areas of the region.

Flood situation in Chachoengsao remains critical

CHACHOENGSAO, Oct 14 – Flooding east of the capital in Bang Khla district of the central province of Chachoengsao remains critical.

The Chachoengsao district this morning remained severely inundated due to high tides, with the area most affected being Pak Nam subdistrict near the Bang Pakong River.

Floodwaters in Prachin Buri province, meanwhile, have fallen six centimetres, but more in Kabin Buri with a 25 centimetre drop, and some 15-16 million cubic metres of water being drained out to the Bang Pakong River every day. Local authorities said a volume of up to 18 million cubic metres daily can be drained if there no high tides impeding the outflow.

A 57 year old man, a local resident, drowned Chachoengsao’s Samet Nua subdistrict today due to deep flooding.

Police have been instructed to assist local residents and keep a close watch on their property and belongings during the evacuation. So far, there have been no reports of robbery since the flood began.

Meanwhile, Adisak Khantee, director of the Bangkok Metropolitan Administration (BMA) Drainage and Sewerage Department, asserted that areas of eastern Bangkok would not be affected by current flooding in neighbouring Chachoengsao province.

He said such areas would remain flood-free due to lower than expected rain and that the upcoming tides on Tuesday through Thursday will not be as high as predicted. (MCOT online news)

Resort encroaching national park demolished

BANGKOK, 14 October 2013 (NNT) – A resort illegally built in Prachin Buri Province has been demolished as it encroached Thap Lan National Park.

Minister of Natural Resources and Environment Vichet Kasemthongsri has led a team of 250 officials to Thap Lan National Park in Prachin Buri Province to demolish a resort that was illegally built in 2006.

According to the Department of National Parks, Wildlife and Plant Conservation (DNP), there are currently 434 cases of forest encroachment, 396 of which are permanent structures, adding that there are 87 cases facing civil court challenges, whereas 6 demolition orders are now pending.

This is the second demolition attempt by Minister Vichet since he took office 3 months ago. The first one was in August when he led his team to Phuket and brought down 3 resorts.

Minister Vichet went on to say that he would seek a budget of 600 million baht to purchase up to 6,000 rifles and vests for forestry officials to enable them to safely perform their duties.

The idea came after 2 officials were shot dead and several other injured in a shootout against tiger poachers in Uthai Thani last month.

At 10.00 a.m. LST on 14 October, typhoon “NARI” in the middle South China Sea was centered about 300 kilometers east of Da Nang, Vietnam or at 15.6 degree North and 111.2 degree East with maximum sustained winds about 140 km/hr.

It is moving west at speed of 15 km/hr and forecast to make landfall at Da Nang tomorrow (15 October).

After that this storm will be rapidly downgraded to active low pressure cell and move to Laos and the Northeast of Thailand respectively. More rain is expected over the Northeast and the East of Thailand.

It will affect on Nong Khai, Bueng Kan, Sakon Nakhon, Nakhon Phanom, Mukdahan, Amnat Charoen and Ubon Ratchathani during 14-15 October
During 16-19 October, another rather strong high pressure area from China will extend to upper Thailand leading to cool weather with 2-4 ?C drop of temperature and in the North and the upper Northeast.

PM Yingluck uneasy with demonstration at Urupong

BANGKOK, Oct 14 – Prime Minister Yingluck Shinawatra today expressed concern for the safety of political demonstrators at Urupong intersection.

She would not commit as to whether the government would revoke the Internal Security Act (ISA) before the October 18 expiration of the current implementation, but said a decision would not be made unless assessment of the situation showing need is given by the Centre for Administration of Peace and Order (CAPO) and the National Police Bureau.

Police have held preliminary talks with the leaders of the demonstration and told them that their rally had disrupted traffic in the Urupong area, she said.

She gave assurances that the government would try its best to negotiate and said an open area like Urupong was difficult for peace keeping.

“I beg you (protesters) to talk on whatever issues we can discuss,” she pleaded.

Deputy Metropolitan Police Commander Adul Narongsak said police have opened two roads, Sri Ayutthaya and Rajvithi, to ease traffic congestion after sealing off 14 roads in Bangkok’s government districts since the weekend.

Piya Uthayo, CAPO spokesman, said the Bangkok Metropolitan Administration (BMA) was told to see if the three protesting groups in Bangkok were legally granted permission to set up stages and tents to facilitate their demonstrations.

If not, the protesters are liable to legal punishment for breaching the Cleanliness and Public Order Act B.E.2535, and subject to Bt2,000 fine.

The three groups which demonstrated separately in Bangkok are the Network of Students and People for the Reform of Thailand (NSPRT) at Urupong intersection, the People’s Army against the Thaksin Region at Lumpini Park and the Farmers’ Debt Network under the Rama VI expressway.

The CAPO director instructed the Metropolitan police to provide frequent updates on the movement of NSPRT members, he said. (MCOT online news)
