High civilian casualties: Because they are not precise, they are often used near populated areas, leading to mass civilian injuries and deaths. 2. Long-term Hazards Unexploded ordnance (UXO): A significant percentage of bomblets fail to detonate on impact (sometimes 10–40%). These duds remain active for years or decades, effectively becoming landmines. Accidental detonation: Unexploded bomblets can explode if stepped on, handled, or disturbed, endangering civilians, especially children. 3. Humanitarian Consequences Impact on civilians: Children are particularly at risk because unexploded bomblets can resemble toys or everyday objects. Injury and disability: Survivors often suffer amputations, blindness, or severe burns, requiring lifelong medical support in regions where healthcare is limited. Displacement: Fear of UXO can force communities to abandon farmland, villages, or infrastructure. 4. Economic and Environmental Effects Blocked agriculture: Farmers cannot safely cultivate contaminated land, leading to food insecurity and loss of livelihoods. Costly clearance operations: Clearing cluster munitions requires specialized teams and can take decades, draining resources from post-war recovery. Environmental damage: Explosions can destroy soil fertility, contaminate water supplies, and harm wildlife. 5. Legal and Ethical Issues International ban: The 2008 Convention on Cluster Munitions prohibits their use, production, transfer, and stockpiling. Over 110 countries are parties, but some major military powers have not signed. Violation of humanitarian law: Their indiscriminate nature often violates the principles of distinction and proportionality in armed conflict. 👉 In short: Cluster munitions kill indiscriminately during war and continue to kill long after peace. They pose enduring threats to civilians, hinder economic recovery, and are widely regarded as unacceptable under international humanitarian law. -
