Yes - the hirer's don't care if you are licensed or not.

Legally, you need to have an international drivers license (you get it from AA) endorsed with bike; that means you have to have passed your test in UK. Many people don't bother, but technically you're breaking the law without it and should you need to claim on your insurance you'll be buggered as you have voided it by breaking the law. In my opinion it's not worth the risk.

You will not be insured by either your bike hirer or your accident/medical/holiday insurance company if you arent fully legal - insurance /license / helmet and your sober. Every week we hear of people (normally asking for money to bail them out)who have had an accident when they shouldnt have been riding in the first place.Would you do this in England ?.
