If you have got the language barrier sorted out then I can't see why you can't pull in these places. Although one night stands are a hard task, getting a phone number to hook up at a later date is quite easy as a matter of fact. Not sure where he could go, no Thai language makes it very difficult, as the girls he seems to want appear to be a bit upmarket. But he definitely isn't looking for outright p4p girls so .........

Uni students, go and have lunch at one of the 'on campus' eating places at CM uni, take a book, sit alone, wait for contact to be made. Or join the swimming pool on campus (300bht for a year +30bht per swim)

Shop assistants (Kaw Suan Kaow style), I like the Mae Sai bar 50m alongside the BigC car park, just left of the Hong Dong, 121 intersection, but again an entirely Thai speaking situation. Many white guys find the place intimidating.

Posher shop assistants (Robinsons style), the Jazz bar just before BigC on the Hang Dong road, bit of English spoken around there.

Chinese tourists, Wat Doi Suthep near the viewpoint, hang there reading a book, you will be handed cameras to take their photos all day, strike up a conversation, dead easy and they speak English.

A bit more down market, Santhitham Plaza bars, plenty of beer girls, mostly Thai speaking.
