There are 100 Hz scan, progressive scan, and Comb features for normal, tube TVs. How important are they for watching UBC/DVD videos?

Ignore the advertising bumph and go down to the shop and see for yourself.

The signal from UBC is better than the average terrestrial aerial or cable input, but not that much.

100 hz is good for quality dvds but for live action sport (football, F1 and tennis) it can be a pain. you will notice a sort of 'drag' on some tvs.

If your going to spemd 13k+ you might as well get a good brand.

Take a look at the new Sony "Hi Definition" flat screen TV. I think you'll be suitable impressed. They have vastly increased definition, and are a joy to watch. Not cheap, but perfection never is....
