Meeting a friend in Udon Thani, plan to taxi to bridge, walk across, get visa for us both, and taxi to Vientiane.

Do-able ? No visa run as have long-term, my friend is Thai.

$35 for Americans, plus $1 for overtime, as it was this morning when I crossed over to Lao Immigration on the way to Vientiane.

If your Thai friend is traveling on a Thai passport, then free for him, no Visa On Arrival necessary, just chop in.

You cannot walk across the bridge.

You have to take a shuttle bus. 20 baht one way.

Make sure you have a passport/ID type photo for the Lao visa.

Plenty of taxis to get into Vientiane, approx 20 kms away.

If you are going with Nok Air you are going to Udorn ... where a minibus at the Udorn airport will drive you to the bridge across the Mekong at Nongkhai where you and your passport will be stamped out of Thailand .... on the other side of the bridge you will be stamped into Laos ... it's then about a 15km drive to Vientiane.

Is there a photo service available at/near bridge in Nong Khai? Thanks

Most likely there are some photo services near the bridge, maybe 250 metres to 500 metres before getting to the bridge. I know there are some "Lao Visa Service" shops there which are places where basically you pay someone to fill in forms for you and that's all. They probably have photo services.
