Definitely some explosive device....I was leaving the Central Festival around 2:15pm and the traffic was held by the special bomb squad police unit....and than all this confirmed on Thai TV news later.

There is coverage on CM108 (with pictures). I gather it was not a viable device and intended to scare only.

Judging from the TV clip above, if that had been a real bomb, there might have been one very dead cameraman at the very least and a few police with shredded underwear!
