Friend wants to improve his English--Suggestions?

My friend came to Chiang Mai to improve his English but misses his wife and son so will be returning to China in a few months. Now he wants to spend all his remaining time here, almost all his waking hours, chatting with native English speakers.

I think his skills are good--we talk at a normal rate and he understands and communicates well. He doesn't have much money to pay a language partner but can buy an inexpensive meal or snack, about 50 baht worth, in exchange for an hour of conversation. My question is: Are there any shops or restaurants around town that offer a good meal for that price and have many British, American, Canadian, Australian (or anyone who speaks fluent English) customers? Maybe he can spend time at those places and approach solitary diners who look friendly or bored. And if a more expensive restaurant or meal is preferred, he'll contribute 50 baht an hour to feed you.

My friend is willing to ride his bicycle just about anywhere in town. He's a nice guy and very determined to improve his English. Although enrolled at a language school, he's used up most his hours already so is now searching for other communication opportunities..

I can't think of any other suggestions that will help him achieve his goal. Can you?
