Environmental protection announcement for 52 islands following encroachment

BANGKOK, June 23 -- Thailand's Ministry of Natural Resources and Environment issued an announcement to protect the environment of 52 islands in the Ko Samui and Ko Pha-ngan islands in Surat Thani province after encroachment deteriorated their conditions.

Police Issue Arrest Warrant For Matichon Founder

BANGKOK - The police are now seeking the arrest of the executive chairman and co-founder of the Matichon media group for allegedly defying the military junta's summon order.

Khanchai "Chang" Boonparn was ordered to report to the Army Club in Bangkok's Theves district in an announcement issued by the National Council of Peace and Order (NCPO) on 3 July.

Thakoon Boonparn, manager of Matichon and a nephew of Mr. Khanchai, reported to the military on the next day to inform the officers that Mr. Khanchai was still hospitalised for his heart surgery and has requested to postpone his summon.

Mr. Khanchai, 71, has been hospitalised at Bangkok Hospital since undergoing heart surgery in April.

But Mr. Khanchai was included in the list of 28 suspects being sought by the police for their refusal to report to the military, which was released by the police this morning.

Mr. Thakoon told Khaosod English that he believes the arrest warrant was issued "out of misunderstanding", because he has already informed the military about Mr. Khanchai's condition.

"Matichon has also expressed its willingness to cooperate with the military junta on the matter, so there is no ground for the arrest warrant," said the manager of Matichon Group, which owns several news publications, including Khaosod English.

Mr. Thakoon later submitted proofs of Mr. Khanchai's hospitalisation to the Crime Suppression Division and request the arrest warrant to be repealed.

Other suspects named by the police include Giles Ungpakorn, former academic at Chulalongkorn University who published works critical of the Thai monarchy, and Chatwadee "Rose" Amornpat, a fierce critic of the Thai Royal Family.

Both Mr. Giles and Ms. Chatwadee are currently residing the United Kingdom.

Jakrapob Penkair, prominent Redshirt leader who has been residing in Cambodia since 2009, is also listed as one of the suspect by the police.

Since it staged the coup against the elected government on 22 May, the NCPO has summoned and detained more than 300 politicians, activists, and academics who are seen as being sympathetic to the previous government or critical of the military takeover. Those who defy the NCPO's summon orders face a maximum penalty of two year imprisonment and 40,000 baht fine.

Thai military court approves arrest warrants for 28 persons

BANGKOK, June 23 -- Thailand's military court has issued warrants for the arrest of 28 people for resisting the orders of the National Council for Peace and Order (NCPO) to report to the authorities. They include former ministers, journalists, academics and activists who have insulted the royal institution.

Pol Col Prasobchok Prommoon, deputy commander of the Crime Suppression Division (CSD), said that the Bangkok court issued the warrants as requested by CSD interrogatorst.

They include Jakrapob Penkair, former prime minister's office minister who is opposing the May 22 coup abroad, Khanchai Boonpan, founder and chair of Matichon newspaper, well-known academic Giles Ji Ungpakorn, Chatwadee “Rose” Amornpat who lives in England, and Ekapob Luara also known as Tang Acheewa.

The last two persons insulted the monarchy and are considered as violating Section 112 of the Criminal Code.

Most of the people oppose the coup.

For failing to surrender as the NCPO ordered, they are liable to up to two years in jail and/or a fine of up to Bt40,000.

Earlier deputy police chief Pol Gen Aek Angsananont reported that Ms Chatwadee was applying for the British nationality.

If she still holds Thai citizenship, she can be arrested for prosecution in Thailand now. If not, that is if her bid for a nationality change is approved, the Thai authorities will seek her extradition.

Col Prasobchoke said that Matichon managing director Thakoon Bunpan later informed the police that Mr Khanchai had undergone heart surgery at Bangkok Hospital and had not intended to resist the NCPO order.

Consequently, the police would seek the withdrawal of his arrest warrant, Col Prasonchoke said. (MCOT online news)

Two soldiers killed in Narathiwat attack

NARATHIWAT, June 23 -- Two paramilitary rangers were shot dead in Narathiwat on Sunday while many other rangers were wounded in bombing and shooting attacks in Pattani and Narathiwat provinces this morning.

The fatalities resulted from a gun ambush against a paramilitary ranger vehicle in Narathiwat's Si Sakhon district yesterday.

In addition to the two ranger fatalities, five others were wounded.

Security authorities hunted for suspects in five Kalong sub-district villages. More than 100 spent shells were found at the ambush site and authorities estimated that at least six gunmen were involved in the attack.

In a separate incident, a roadside bomb was detonated while six paramilitary rangers were on foot patrol to provide safety for teachers and students on Road Number 42 (Narathiwat-Pattani) in Pattani's Yaring district.

The blast wounded two rangers. The attackers followed up the bombing with gunfire at the rangers and then fled.

In Bacho district of Narathiwat, security personnel exchanged gunfire with suspected insurgents, who later retreated toward a local village. The authorities seized their weapons and hunted for them. (MCOT online news)

Nakhon Phanom faces flooding while Chiang Rai prepares flood-relief measures

CHIANG RAI, 23 June 2014 (NNT) – Chiang Rai province is speeding up the construction of drainage pipes, while Nakhon Phanom province is dealing with heavy rainfall and flooding.


Flooding in Nakhon Phanom has reached a critical level, causing water to pool up across many areas. Therefore, the provincial authorities are quickly installing water drainage systems so that excess water can be drained into the Mekong River.

The continuous rainfall has caused flooding to roads leading to the city and water levels have been measured as high as 50 centimeters in some areas.

Water levels in the Mekong River have continued to rise. Currently, the river is at 5 meters. However, if it reaches the critical 13-meter level, the river could overflow and inundate nearby communities. The province has, therefore, decided to install water drainage systems as a precaution following reports of continuous rainfall during the next couple of days.

Meanwhile, the Department of Rural Highways in Chiang Rai province is constructing a system of square-shaped concrete pipes to relieve water from mountainous areas within this month. The new system is to replace the old round-shaped pipes, which are easily clogged and unstable.

The entire construction process is expected to be completed soon to help tackle the rainy season, despite a shortage of manpower.

The purpose of the event is to warn of the very real dangers of drug addiction to youths and residents.

NCPO: One-Stop Service Center for Migrant Workers

BANGKOK, 23 June 2014 (NNT) – Dr. Yongyuth Maiyalap, of the National Council for Peace and Order (NCPO)’s public relations unit said at today's scheduled press conference at Government House that the NCPO is preparing to facilitate the arrival of migrant workers and the needs of their employers by establishing a One-Stop Service Center.


The center will be run by the four agencies concerned: the Department of Immigration, the Ministry of Interior, the Ministry of Public Health, and the Ministry of Labor.

The four agencies will work together to achieve the opening of the One-Stop Service Center, branches of which will be located in Surin, Sa Kaeo, Chantaburi, and Trat provinces to ensure employers in Thailand can properly register their migrant workers while securing their legal working status in the kingdom.

EU raps Thailand on coup, cuts official contacts, accord

LUXEMBOURG, June 23, 2014 (AFP) - European Union foreign ministers on Monday condemned the military takeover in Thailand and agreed punitive measures to back up calls for an urgent return to democratic rule.


The ministers halted all official visits to Thailand and suspended the signing of a partnership and cooperation accord with Bangkok, a statement said.

Expressing "extreme concern" at developments, ministers said the military should restore "as a matter of urgency, the legitimate democratic process and the Constitution, through credible and inclusive elections."

They should also free all political detainees and respect human rights and freedoms, it said, adding that EU member states will review their military ties with Thailand.

"Only an early and credible roadmap for a return to constitutional rule and the holding of credible and inclusive elections" would allow for the normalisation of relations, the statement concluded.

Earlier this month the head of the Thai military junta, General Prayut Chan-O-Cha, said it would set up an interim government by September to oversee political reforms that will be followed by elections in about a year's time.

He gave few details of the process and insisted that Thailand, which has seen many coups in recent decades, needed a strong military to help steady the country after months of violent protests between opposing political camps.

Thai police offer reward for evidence on anti-coup protesters

BANGKOK, June 23, 2014 (AFP) - Thai police Monday offered a financial reward to anyone providing photographic or video evidence to help them convict anti-coup protesters in an intensifying crackdown against critics of last month's military takeover.


In the latest strike on freedom of expression since the army seized power on May 22, a lone man reading George Orwell's anti-authoritarian novel "Nineteen Eighty-Four" while eating a sandwich was arrested Sunday outside a popular Bangkok shopping mall.

"Police will reward people who take photos of demonstrators making any form of anti-junta protest," deputy national police chief Somyot Poompanmoung told AFP on Monday.

"Any person who submits a photo or video to us which can be used as legal evidence to convict a protester will get a reward of 500 baht ($15) for each submission," he said, adding that the police were also looking for tip-offs on anti-coup protests on social media such as Instagram and Facebook.

The so-called "sandwich protests" are one example of the small but increasingly creative methods of resistance employed by opponents of the coup in defiance of an army edict banning political demonstrations.

They were reportedly inspired by a group of students who gave out free sandwiches to passers-by a few weeks ago after their plan to hold a picnic rally was scuppered by authorities.

Political assemblies of more than five people were outlawed under martial law declared by army chief Prayut Chan-O-Cha last month but the regime is responding increasingly aggressively to other forms of protest.

On Sunday scores of police officers rushed to surround the sunglasses-wearing lone protester, smartly dressed in a white shirt and red tie, when he whipped out his copy of Orwell's book and started munching on a sandwich.

He was one of 10 people arrested in and around the mall for demonstrating against the coup, said Somyot.

- Flashmobs and three fingered salutes -

The police chief did not provide details of why the others were detained but said the arrestees also included a woman wearing a T-shirt emblazoned with the words "Respect my vote".

They have all since been released, he added.

"There would have been many people in the mall who opposed their protest... The police had to detain them for their own security," he said.

In the weeks following the military takeover opponents have staged small demonstrations including flashmob rallies, with the majority held in the capital.

Some people have taken to the streets for public readings of Orwell's novel and earlier this month protesters unfurled a giant poster of Prayut's face with the words "Thailand 1984" emblazoned below.

The depiction of a dystopian state in "Nineteen Eighty-Four", in which Big Brother watches and controls everything, has been compared to post-coup Thailand by opponents of the new regime.

A three-finger salute from "The Hunger Games" films has become another symbol of resistance against the junta, which has suspended democracy and curtailed freedom of expression in the kingdom.

The Thai coup follows years of political divisions between a military-backed royalist establishment and the family of fugitive former Thai prime minister Thaksin Shinawatra.

Thaksin or his affiliated parties have won every election in more than a decade, including in 2011 under his younger sister Yingluck Shinawatra, helped by support among voters in the northern half of the country.

Yingluck was ousted as premier shortly before the coup in a controversial court ruling.

Suthep's Claim of Army-PCAD Conspiracy Dismissed By Junta

BANGKOK - Spokesperson of the military junta has rejected the revelation by the leader of the protest movement against the former government that the army has been seeking to overthrow the government for years.

Suthep Thaugsuban, leader of the People's Committee for Absolute Democracy With the King As Head of State (PCAD), reportedly told his supporters over the weekend that he been closely coordinating with army chief and coupmaker Gen. Prayuth Chan-ocha throughout the six months of protests against former Prime Minister Yingluck Shinawatra, which ended in the military coup on 22 May.

He delivered the remark at a private dinner party held at the upscale Pacific Club on Saturday, which was attended by 100 PCAD supporters, The Bangkok Post reported on its frontpage today.

According to Mr. Suthep, he has discussed with Gen. Prayuth how to root out the influence of former Prime Minister Thaksin Shinawatra - Ms. Yingluck's older brother - and his political allies as early as 2010 - a year before Ms. Yingluck won the 2011 election and took the helm of the government.

At one point, Mr. Suthep even claimed that the military has launched the coup to accomplish what the PCAD protesters could not throughout the half a year of prolonged demonstrations.

“Before martial law was declared [on 20 May], Gen Prayuth told me ‘Khun [Dear] Suthep and your masses of PDRC supporters are too exhausted. It’s now the duty of the army to take over the task'," The Bangkok Post quoted Mr. Suthep as saying, using the alternative name of the PCAD. Mr. Suthep also told his supporters that he regularly chatted with the army chief on LINE application.

Mr. Suthep's comment contradicted with the military junta's oft-repeated claim that they launched the coup on 22 May to put an end to the prolonged political turmoil and prevent further bloodshed, and not because they were biased against the former government.

Col. Winthai Suwaree, spokesman of the military junta's National Council for Peace and Order (NCPO), said The Bangkok Post report was false.

"I insist that there has been no private talk or communication between Mr. Suthep and Gen. Prayuth," Col. Winthai said today, "The news report might have been [affected by] some misunderstanding,"

The spokesperson also insisted that Gen. Prayuth could not possibly have been plotting a coup against Ms. Yingluck, who was also serving as Minister of Defence, at the time because the army strictly upheld legal framework as the model of their operation.

However, supporters of Ms. Yingluck's government and a number of pro-democracy activists have long suspected that Gen. Prayuth was sympathetic to the PCAD's causes. They pointed to the military's silence toward the PCAD militants' storming of governmental buildings and blocking of major roads in Bangkok throughout the six months of political protests.

Police, military strictly check borders for illegal immigrants

BUENG KAN, 23 June 2014 (NNT) – Police and military personnel have cooperated to set up check points along border areas in order to prevent the entry of illegal immigrants.


Squads of police, soldiers, scouts, and the Mae Khong Riverine Unit have intercepted and searched illegal immigrants for weapons and smuggled drugs along Thailand's border heading into Bueng Kan Province.

Since the military authority announced its intention to prosecute illegal immigrants in Thailand, the illegal immigrants from neighboring countries have continued to return to their hometowns leaving a labor deficiency especially in construction sites and fisheries in Thailand.

The National Council for Peace and Order (NCPO) has since advised that the migrant laborers can come to work in Thailand if their employers obtain a legal permit.

Therefore, the authorities have set up check points in order to create a system for legal laborers and to suppress illegal entry while following the law and the NCPO’s policy at road number 222, Bueng Kan Province.

EU suspends official trips and partnership with Thailand

BANGKOK: -- The European Union has suspended official visits to and from Thailand as well as the Partnership and Cooperation Agreement with Thailand, highlighting its call for the immediate restoration of the legitimate democratic process and the Constitution.

In a statement following its meeting today in Luxembourg, the European Union’s Foreign Affairs Council said that the suspension would stay until a democratically elected government is in place.
