Getting Thai Passport in Khon Kaen?..

Yes, you can.
Don't know the address, but it's in the area where most of the government offices are. East and North of the old main bus station.
The building just to the East of the Social Security Office.
It's in the building that was set on fire a number of years ago. The Passport Office is still there. The Labor Office moved out, but may be back there now.

On the South side of the building, enter by the ramp and it's on the left.

Not really good directions, but should get you in the right area.

I have been to the office and wish I could give you the address but unable. However there was a pretty good thread on this question a few months back with lots of info, so see if you can search for that thread.
Once you find the place the process is pretty easy

Recently took my GF and then a week later the wife of a friend...   Highly recommend going in early to get in line...  The first trip in with my GF we ended up returning the next day as the had passed their Max applicants for the day by about 10:am.... Then when we returned with the friend's wife we were there at 9:am she was the last one they accepted for  that day...

Must be really hit or miss there. I was there last year, wife and 2 daughters all new passports out the door in less than
2hrs. I guess I just got lucky. Good service there, had the pasports mailed to the house in about a week

Wow!

I'm not that familiar with opening times of too many offices in Thailand, but I would guess most places open around 9am?...being a government office, maybe 8.30am??
