I am heading to Phnom Penh next month with the aim of securing a Non-O visa for retirement status.

A friend thinks that such a visa needs to be obtained in ones home country, I think that when he did this in 2005, that was the case.

I viewed a fact-sheet, written by someone at the (something like) Pattaya Expats Club and there is no mention of this.

Answers please?!

You can get a single entry non-o visa outside you home country. Only a OA visa has to obtained in your home country or country of legal residence.

You will need financial proof to get the visa.

It will take up to 4 days to get it in PP unless you use an agent.

Will it be ok that I am applying for the Non-O in December, but not 50 till January?

One of the requirements to get the non-o is that your are 50 years old or over.

If you will be real close to being 50 some locations might do it but I doubt PP will.
