Where Can I Get An Invitation Letter For A Non B Visa?

Hope someone can help!

My partner and I want to come back to Chiang Mai to live, not work and need to get a NON B Visa to save the 30 visa runs...but where/who can we get an invitation letter from?

Also we have a 2 month old son, would he need one as well?
