U.S.A. Report of Birth Abroad

Has anyone done a "report of birth abroad" lately in Bangkok? According to their website, parents need 5 years worth of physical presence evidence. Is that correct? Both parents are U.S citizens so it seems weird that they are asking for this.

This from this checklist. http://bangkok.usembassy.gov/service/birth-of-a-u.s.-citizen-in-thailand.html

"Evidence of physical presence/residence, for U.S. citizen parent: U.S. law requires that parents demonstrate five (5) years of physical presence in the United States prior to the child’s birth. Two (2) of those years must have been after the age of 14. Please bring the original documents and a photocopy of each. Some examples of items that may support evidence of physical presence follow:"

The requirement is also mentioned on the application form.

I got an email from the embassy after asking if 2 citizen parents need 5 years of evidence.

"Two U.S. citizen parents must demonstrate at least one day physical presence in the USA. Physical presence can be demonstrated with passport stamps, educational transcripts, bills, U.S. marriage certificates, naturalization certificate issued in the USA, etc."

So 1 day instead of 5 years. Documents are confusing.

Did you ever get an answer for this, please?
I have 8 years presence but all when I was under 10 years old.
For the documentation online it appears my children are not eligible for US passports because of this.
Has anyone got any other details or done it with less themselves, please?
