I have been offered this Honda CTX700 DCT with panniers for THB300K (or there about)

All the documents look in order and the taco reads 4,600km

Not knowing much about this auto/manual transmission bike, and not being able to find anything about resales values in Thailand? Maybe you guys can enlighten me as to whether this is a good price, too cheap (= something fishy), or over priced?

What is the new price? The price on a bike drops app. 20% the movement it leaves the showroom and is the general price drop on a bike in first year.

It looks nice and below 5k km, is there a service book on the bike?

There you can check on which dates oil changes were done and get an idea if the odometer reading is correct or not.

I believe the DCT model is the ABS model? A huge + if it is, abs is very good to have on a bigger bike.

Honda's are generally very very good bikes, top bike seller on the world market and here in Thailand too.

Bear in mind those panniers cost quite a lot of money. Ask him what he paid for the bike new.
