changes to tourist visa

I have just heard that there is some new changes for the tourist visa, I have looked through the topics but cannot find any info, can anyone confirm with details please.

There was a recent article in the Bangkok Post about a pending new 6-month tourist visa. It lacked details (on arrival, cost,...?), and the visa is not yet officially in effect nor was a date given when it probably would be. It was, oddly, one of the "learn English by reading the news" stories.

people get excited,then they do a U-turn.
