After reading this classified advert I have to ask if the Work Permit system is a pointless, unenforced beaurocracy?

If I have misaligned the person who posted the advert because they hold Thai citizenship I apologise. I do, however, see many adverts for NES teachers and I cannot believe all of the posters have either Thai nationality or a valid Work Permit to teach in Starbucks/McDonald's.

So is there any enforcement of the rules?
