THE PROPOSED National Strategic Reform and Reconciliation Committee would not interfere with any future government, as its scope of power is clearly stipulated in the draft charter, the Constitution Drafting Committee said.

CDC spokesman Kamnoon Sidhisamarn yesterday told the media that Article 261 of the Constitution meant that the NSRRC would have no authority to administer the country, although it would be eligible to propose measures for conflict resolution or reconciliation to the Cabinet.

He stressed that the committee would only have two tasks: Push reform efforts in line with the wishes of the public and bring about reconciliation.

These tasks had nothing to do with the administration, he said.

Kamnoon said that the charter drafters were well aware that the NSRRC and the government might on occasion contradict each other, which was addressed in the charter by giving the Constitution Court the power to resolve any legal issue concerning a contradiction.

Asked if the establishment of the committee could lead to street protests, he said that the country was in dire need of having the committee work during the transitional period.

"The strategic committee is unprecedented. But we have to admit that the issue facing the country in the past decade is unprecedented too. So, it is necessary. But eventually it is for the people to decide," Kamnooon said, referring to the upcoming referendum on whether to accept the charter.

Charter drafters Anek Laothamatas and Nakarin Mektrairat insisted that the committee was not a mechanism to direct the government like a Communist Party politburo.

They said that it was a temporary committee and had no executive power, apparently in response to the noted political critic Thirayuth Boonmee's remarks yesterday.

Chuchai Supawong, another CDC member, responded to politicians' voicing opposition to the draft charter by asking the political parties and other critics of the NSRRC proposal this: "If the people pass the charter as well as the strategic committee, would it make the charter democratic?"

Chuchai questioned whether it would be democratic for specified individuals or groups to benefit from the proposed amnesty bill.

A proposed amnesty sparked another series of street protests, which led to the latest political crisis and ultimately the coup on May 22, 2014.

Chuchai also questioned whether the former governments had responded to the voice of the people when in power over the past decade, because the public wanted reform.

He said that amid the political conflict over the past decade, millions of people had been calling for reforms, which made responding to that a political imperative.

As a result the National Council for Peace and Order emerged and set up a working committee - the National Reform Council - to address that request.

Chuchai said there was now an opportunity to carry out reform through a number of bodies, including the proposed citizen-based assembly and the NRSSC.

Meanwhile, CDC member Lertrat Ratanavanich insisted that any campaign for or against the draft constitution would be prohibited in accordance with referendum law.

But everyone could express a view or share information if it was not an attempt to influence how people vote, he added.

A classic example of rewriting history according to one's own spin. And many people believe it.

There was no political crisis that an election wouldn't have fixed....It is why they cancelled it. The PDRC wanted to fabricate political dysfunction for their sole objective of avoiding elections and achieve a more favorable coup.

To suggest it was this issue or that which spurred them on, is ridiculous. They cycled through a number of issues hoping to gain traction for their real objective.

It just emphasizes the point of how much the media is in their pocket...That they would characterize the drive to a coup as being issue focused.

It had nothing to do with issues, and everything to do with being coup-driven for obvious self-serving reasons.

HuH..... Those self serving reasons you talk about were self serving for the whole nation .... and another election would have most probably have returned the same rampant corruption that the Yinluck government are now going to pay the price for.

Do you really think that every person born in a country deserves a vote. When that person has absolutely no education. When that person has NEVER paid tax and contributed something to the well being of the other peoples and to this Nation. When that person still believes Thaksin to be some sort of Messiah because he gave them a thirty baht doctor appointment.. And that same person cares so little about his/her vote that they will sell it to the highest bidder. Yes, go ahead and call for an election... The peoples of this country deserve this Junta... they need to get their asses paddled sometimes.. Prayuth has a thankless job which I am sure he wants to pass on ASAP. But thank God for Thailand that someone somewhere DOES care ... I am farang and it has nothing to do with me, but as I see it, REFORMS must come first.... Wake-Up Thailand... wai2.gif Please...

Well there you have it - not everyone born in Thailand should have a vote, more specifically, he seems to believe that anyone who votes for a political movement he dislikes should not have the vote. Well at least he is prepared to say so.

I believe that everyone born in Thailand, and who is of voting age, should have the vote, irrespective of how much tax they pay, or whether they will vote in line with how Bakseeda thinks they should.

The Thai people, all of them, should decide who forms their government, and they should also decide if it should stay or go, not the army or the collection of very wealthy and powerful individuals who seem to direct it.

one of the good things about this constitution is that it will allow all parties to be heard in all areas unlike now where some areas are red or yellow promotions only, makes a big difference when the actual truth can be told in all areas so that the locals are not restricted to just what their local shirt colour tells them. The brain washing done by both shirts here is a big problem especially when you have red only villages in the north, it divides the country and does nothing for the betterment of everyone. Being told who you have to vote for to be able to get village loans etc is not on but flourishes in Thailand. To be able to tell people all sides of the arguments without any of the current threats/shootings/bombings for canvassing your parties ideals if you are not the local preferred shirt colour will be good for all as they can hear the truth on certain matters and make their individual decisions based on who they want to vote for without threats of violence against them, it will be a huge change for many thais.
