how high of a handle bar riser can you install with out having to change the brake line or cables roughly?

Depends on bike.

Roughly, about an inch or two usually.

How long is a piece of string? Duh. Or the cables...

You will need to try to factor in the new bar width , and if they are canted more towards the rider. Dont be tempted to re-route the cables to gain a little extra. All things being the same , i would say 1" - 1 1/4" ( 25-32MM ) would be about it
