Yes sad, can ask local vet or ask vet of one who does. Think Chiang Mai has animal welfare place,for dogs mainly. I put a few to sleep but prefer a port put in the leg or ketamine dose first depending on weight 1500 to 2000 baht

Ban Mha Ka Maew on 1141 a couple kilometers past Airport Plaza (it's on Google Maps) will euthanize a dog, but only if it's obviously beyond medical help. The cost is around 3500bt (for a large dog- it's less for a smaller one). They took care of my dog when his time came.
