Maybe because there is no lifeguards on duty...

If a beach can be dangerous and there is nobody to say it is safe to swim then at least a Yellow flag if not Red.

Maybe a notice in Thai, English & Chinese at 100m intervals on every beach explaining the reason for a red or yellow flag.
