Looking for a guest friendly/joiner free Hotel around the City Centre near , Clock Tower, Jetyod Rd area , staying in late April 2016. price up too 1500b.

There's quite a few hotels in the area you mention in that price range.

I suggest you ask at the desk whether they have a "guest joiner" fee when checking in.

When you book the hotel book for 2 persons. When you check in tell them that your partner will be joining you later.

I always like Chats Guesthouse. Walking distance to the market and white temple. Owners and staff friendly.

Perhaps you meant a temple which happens to be white. I can’t imagine anyone walking to The White Temple or Wat Rong Khun from central Chiang Rai.
