My wife had blood and urine tested at her govt job. The results are posted back to her employer and obviously no dr can explain any anomalies.

Is there an issue with one of the results at the bottom?

It would appear she should have the test repeated and be extra careful to take the sample carefully so as not to contaminate the collection container. There should be instructions at the collection station about how to clean herself prior to giving a sample. If not, she should ask. She shouldn't give a sample when she's menstruating, either.

There is probably no issue, these findings are within normal range. Less than 2 RBC s and WBCs are considered normal..and higher results will be common in women unless the sample is obtained in a very special manner.

Unless she has symptoms of a urinary tract infection (pain on urination, constant sense of needing to urinate) I would not worry about this.
