Not so little - a 15-year-old cheerleader. But that doesn't make the tragedy any the worse.

I assume from the comments that this was amateur wiring near/in the water at a small-boat dock. Should never have been any electrical wiring near the water.

If I remember correctly there was a similar thing in Pattaya a few years ago, soon after I left (2010????). But I really don't see how it happens if you are swimming. Maybe if you make contact with an earth point?
