Just know over the years I've used the repair tool talked about at that website to repair my pst file.  And years back when still working that what the IT managers at my company would always runs first when a person had a damage pst problem.

But I haven't had a damaged pst in probably a decade now (knock on wood).. Use to run Office 2007 for a long  time before I movde on to Office 365.

Also, you problem with Outlook may not be a damaged pst unless maybe you have already created another pst and Outlook works with that pst.   I've had cases were Outlook fails to start and it indicates a problem with the pst but it's actually with other corrupt/confused Outlook files.  And if you are person who always leaves there computer on then try turning it off, restart the computer and then see what Outlook does.

Also, if you are running Win 10 and have Fast Boot enabled (it's enabled by default), try disabling Fast Boot, shutdown the computer when clears old Fast Boot related temporary files, restart, and see if Outlook works.  You can then turn the Fast Boot setting back on.   Sometimes the Fast Boot function can cause strange computer issues.

I have successful with Stellar Phoenix Outlook PST repair software. Like me, you can also try free demo of this one software.
If everything is okay in the demo version, then go ahead for the licence key.
