Auditor-general probes Defence Ministry over alleged Bt30,000-per-hour payments to Orapim

BANGKOK: -- The Office of the Auditor-General is investigating the Defence Ministry over claims of “unusually high” payments made to royalist orator Orapim “Best” Raksapon who was allegedly hired to speak to military units.

 

Auditor-General Pisit Leelavachiropas told The Nation yesterday that the investigation followed reports that Orapim might have received payments from the Army at much higher a rate that was suggested by the Budget Bureau.

According to the bureau’s regulations, government agencies are required to spend no more than Bt1,600 per hour for the services of private lecturers at training events.

It's a good thing the military did not enlist Hillary Clinton for speeches.  Their annual budget would have likely been used up on one speech.

the spokesman maintained that the Army never paid her  [to speak before military personnel ].

“The Army never asked for such approval, [Deputy Prime Minister and Defence Minister General Prawit]”

The rate per hour is irrelevant if what Army spokesman Colonel Winthai Suvaree and DPM Prawit said is true. Procurement regulations might not apply if services are received free.

 

Evidence of any payment made to Orapim for her army speeches would otherwise be illegal on the part of the military.

Procurement years ago was the easy part but she would not give her services for free. Sigh

She should be probed also. I think I am qualified to do that. 

What's all the fuss about?  30,000 bahts per hour is only about 800 times the minimum wage!  

And she doesn't have enough "income" to qualify for a U.S. visa?
