Foreigners who are being effected by recent flood in the southern of Thailand will not be charge with overstaying fine and penalty if leaving the country by January 31, 2017 in accordance to section 54 of the Immigration Act, B.E. 2522 and the letter No. 0503(ส)/13080 dated 1st August B.E. 2522 of Litigation Division,RTP

How sweet, how thoughtful, how generous ...

A little late? Had to pay 1,000 Baht two weeks ago because my flight from Samui was cancelled and all other planes were full.

What does penalty mean? Other than the 500 Baht a day fine obviously.

I assume banning from the country if you were caught with an overstay and/or a trip to the immigration detention center.

So if anyone is on a serious overstay which could result in a ban they should get out before the 31st and just say they have been in the south. An amnesty in effect?

I certainly did not say or imply that. I wrote if caught with an overstay.

If you were on overstay before the floods in the south started your overstay would not be forgiven.

Not sure what date they consider the start date. I am certain you would have to prove your were in an area effected by flooding.

I suspect they are only going to waive a relatively short overstay under the assumption that people would only be delayed from leaving the country for a few days.

Be hard pressed to get more than 6 weeks if from Samui as it is well known there was no water even from the taps before.

BTW That should be affected rather then effected but I'm not going to bring it up as an issue as I'm in enough trouble already.
