This is a bit of a convoluted twist on the Thai Passport drama.

Two queries…

First:

I’m a Thai old-hand who is regrettably living abroad now. My family (including my Thai wife and kids with Thai passports) left around 8 years ago, and their Thai passports have since expired.

My son who is now 17 recently returned to Thailand on his new Foreign passport, and wishes to re-establish his Thai nationality with a new Thai passport.  He contacted me to say he was having difficulty due to the need for some sort of authorisation from me (exact nature unclear at this stage).

I would’ve thought that a Thai citizen, applying for a Thai Passport renewal, in Thailand would be a fairly simple thing, regardless of his alien documentation. I wonder if it's because he's a minor he needs both parents signature? I wonder if his mother mentioned that he had entered Thailand on his foreign passport, and this is what is complicating things (I’ve read other threads on this site which make me think this should not be an issue).

Second:

If he gets the passport, can he (as a Thai citizen) simply ignore the foreign entry and continue living in Thailand on his Thai passport, or does he have to leave (on his foreign passport) and return on his Thai passport. Again, instinctively I would presume that if he intends to leave in the future on his Thai passport, then his NZ passport shouldn’t matter, but I can see how this would be problematic for the system.

I’m particularly interested to know if anyone else out there has done this (enter on a foreign passport, and leave on a Thai one)?

He could of entered the country on his expired passport.

Parental consent is required until he reaches the age of 20. The requirement for a passport application for those under twenty is here in Thai. http://www.consular.go.th/main/contents/images/text_editor/files/Manual PP/under 20(update 9-9-59).pdf

This is the parental consent form needed. http://www.consular.go.th/main/contents/files/services-20120630-195748-510034.pdf  It would have to be notarized by a Thai embassy or consulate.

Since he entered the country using a foreign passport he falls under immigration's rules and is liable for overstay fines and etc. Once he gets his Thai passport he would have to leave the country using the passport he entered the country on and then re-enter on his Thai passport.
