You can top up with 12 baht via machines outside 'convenience shops'.

All I get is 'sorry you cannot make call to this number'. I'm on a standard non-tourist sim. Is that the reason?

To answer my own question, yes it's only available for tourist sim cards. Please don't omit key information like this! Here's the text message I got:

It's very cheap but it's completely useless unless you have a very good broadband connection. Even on 4G I find it is quite choppy.
