Thought so too, as I live in Chiang Mai what first came to mind was air quality sensor but then figured that couldn't be too useful here

Radio masts almost certainly for mobile phones, because each mast is series of 3 or more cells (area of coverage they do not place them on the top of high hills to restrict the area of coverage.

You might add that the height of the antenna is worked out using complicated radio planning tools like "Planet" or "Gaea" so the cell can fit into a larger area coverage plan but then this is Thailand so it's a suck it and see approach.
