Ah but you do in the prem and EVERY other major lge in Europe.  Cost wise. In terms of transfers wages ect ect it's arguably More viable to come second or lower . think arsenal's owners apply this in their American sports franchises, pay JUST enuf to keep competative but NO more..and if my memory serves me correctly they make plenty of money...
