I doubt very much that they would do it in their own Country. As mentioned before, time these people were hit both with a hefty fine and deported. Cutting down low hanging fruit gives a wonderful sense of achievement for "authorities" but they seem unable to deal properly with far more serious crimes. I would think that "authorities" in your 'hundred countries' can also deal with more more serious crime - something sadly lacking in Thailand. Maybe it is a cultural issue for those involved?
