Sorry to say this but...

 

The Army has been here and local big shots for ages.

 

Likewise, untreated sewage has been left to flow onto the beaches and into the ocean at various spots around Thailand for ages.

 

Likewise, there are a variety of broken-down and/or partially completed and/or abandoned sewage treatment plans at various spots around Thailand that never seem to actually get fixed.

 

So, after all that, what should we conclude about just how effective the Army is going to be about solving any of these problems?

It doesn't seem  to me that 'the wealthier regions' benefit. 

 

For example very little money is spent on Samui but shit loads in the Surat Thani province on the mainland.

 

I think that you are talking '<deleted>' but would be pleased if you could explain.
