DPM explains need for Section 44 in Thai-Chinese rail project

BANGKOK, 16 June 2017 (NNT) – The Deputy Prime Minister for Economic Affairs has explained that Section 44 of the Interim Constitution must be utilized to speed up the Thai-Chinese Rail Project due to its long delay. 

DPM Somkid Jatusripitak remarked that while the delayed rail project has not impacted government investment, it has been deemed necessary to employ Section 44 to speed up its completion. 

Deputy Prime Minister Wissanu Kreau-ngam let on discussions with related agencies have been started on use of the section, pointing that over the 3 years the project has been halted over 20 discussions have been held only to meet with obstacles to the effort’s progress. He said initially the section will be used complete the first phase of the line, a 3.5 kilometer connection within Nakhon Ratchasima province. 

Wissanu also let on the constitutional section may be used to address issues with government issued land initially doled out for farming but later found to be unsuitable for the purpose. He said the land may be diverted for use in energy production or mining.

Prime Minister Prayut Chan-o-cha invokes Article 44 to implement high-speed railway project.

 

BANGKOK: -- The government on Thursday night formally stated that it would use Article 44 to override obstacles to the Chinese-built high-speed railway, publishing its plan in the Royal Gazette. 

 

Prime Minister Prayut Chan-o-cha invoked the powerful article of the interim constitution so that legal impediments slowing the project can be bypassed. These involve government procurements and working licences for Chinese engineers, among other items. 

 

Deputy Prime Minister Somkid Jatusripitak said on Friday the use of Article 44 would get the long-delayed project off the ground. 

 

He said the railway linking Bangkok and Nakhon Ratchasima would be Thailand’s contribution to China’s One Belt One Road initiative, for which a high-speed transportation route through Laos, Malaysia and Singapore is already in place. 

 

Somkid said the regional project would speed the movement of goods and passengers and thus be in Thailand’s interest. 

 

Several Thai academics and engineers have, however, opposed the use of Article 44, fearing that China could take advantage of the legal loopholes it opens.

Here in is the irony. They are locking up people that have used this type of land that was allocated for agricultural use only for any other purpose. The courts have made 2 decissions in the recent past that this land may only be used for agriculture. Now they are bypassing the court and environmental studies to push through these schemes/scams before an elected government can come into place.

The PM has decreed  that the high speed non chuffa train project must proceed  quickly.

how about spending a fraction of this money & speeding up dual track & upgrade  on all existing rail first,,,,, possibly 

avoiding a major head on accident just waiting to happen

Well if thats the case then they have decades the way things are going.  Like forever.

Rushing this monster through will open up Thailand to an invasion of Chinese companies.

Laos is experiencing serious issues with the Chinese since opening up to them...people have been misplaced, no compensation has been allotted.....jobs have disappeared....farmland has been stolen....

Many African countries and some Pacific Island countries have also suffered similarly.

Bribery of officials is rampant  and almost out of control.....

Thailand is the region for a perfect storm of Chinese!

When lives are at stake, thorough examination needs to be done.  The only way to go fast is to go slow.  Mistakes are deadly and costly.

To deal with nitpicking things like full cost of the project and revenue requirements for profitability!

But when you have a government whose fiscal responsibility is defined as "borrow, borrow, borrow," a Final Cost for procurement isn't critical.

In short, there are too many clowns in the bureaucratic cogwheel system called Thai government and for that reason they have to take the short cut on highway 44 to make sure that the decision makers are getting to the goals they've set for themselves

 

Clear to me, nothing new except that before there was no highway 44

When Mr Smarmy himself (The Deputy Prime Minister for Economic Affairs)  enters the debate it is a dead giveaway that the whole deal is shonky. The high speed railway will never happen.

What will happen is the money for it will be syphoned off into the long pockets of the administration and the high speed train will grind to a halt. Pity help Thailand.

Resistance is futile.

 

The Chinese are expanding again and there is nothing anyone can do about it. But this is nothing new, hence a Chinatown in nearly every country and major city in the world. They relocate, open businesses, build, and put down roots.
