Website availability on TOT

A friend of mine is running a tour website (kohsamuitours)that is hosted on a Singapore server at Siteground. It uses MaxCDN for Europe/USA visitors as well. When accessing the website from any TOT wifi, it won't connect due to a DNS problem (DNSPROBE NXDOMAIN or DNS PROBE FINISHED). This only happens on TOT wifi, and so far I haven't been able to find a TOT connection that will actually allow access to it. The host, Siteground, is pointing to TOT as being the culprit. But MaxCDN is saying it's because of Siteground's DNS servers. Of course, TOT points to either the host or the CDN network. 

 

I am clueless and read some reports on IPV4 vs IPV6 website availability problems here in Thailand. My tech knowledge is limited and I'm lost as to who to blame. What makes most sense is that TOT blocks access from their users to the website, but they say it isn't on any blacklist. Other websites on the same server will run fine. Any ideas what's happening here?
