Rather than enter Thailand on visa exempt or tourist visa and attempt to obtain the Non O at local immigration office. That depends on office. Some reports of attending immigration re TM30 after trip abroad and being told... "If returning to same address not required" You don't need immigration give you a date for new report. Date of entry is day 1. Due date 89 days later. That report needs to be done in person. Does not need to be done ASAP. Needs to be done prior to (or same visit) for dealing with immigration. eg 90 report etc

CW does not require a Bank statement nor want Bank letter. Just photocopies of Bank book pages back to date of current extension + Bank book update. I just made a 100b deposit

As for the COR certificate of Residence for TDL, you can obtain that after transfer of stamps and visa info.
