Governor: Only solution to Pattaya flooding is to rip up every pipe

PATTAYA:--Area officials have requested 810 million baht from the government to completely overhaul Pattaya’s overmatched storm-drainage system.

 

Chonburi Gov. Pakarathorn Thienchai said city and provincial authorities requested 665 million baht under the Eastern Economic Corridor project and 145 million baht from the general fund to completely rip out the entirely of Pattaya’s flood drains and replace them with larger pipes.

 

The governor conceded, however, that even if the money was available tomorrow, considerable study and planning would need to happen before launching such a disruptive project.

 

At a meeting with military and local officials, Pakarathorn said it was clear that Pattaya has outgrown its storm drains, which actually only cover 75 percent of the city. Most of the pipes are 40 centimeters in diameter.

 

Add in Pattaya’s flat topography, the 25 percent of the city that has no drainage, small or clogged drains and overdevelopment and you have the recipe for chronic, disastrous flooding, he said.

It may be the "only solution" Governor but respectfully now; surely you have an opportunity to kill two or three birds with one stone with minimal inconvenience. After all electricity and communications related infrastructure could also be buried. You know you're going to have to do this one day; so why not spend ฿1billion now instead of possibly having to pay many multiples of that - in say 5 or 10 years time?

Some people can't imagine. Some people can't imagine why "brown envelopes" are the first thing that come to mind when Thai people address serious issues. Some people can't imagine why so many people on this forum have a  sanctimonious attitude about everything Thai. They must be from countries that have no problems and are morally and socially far superior. I can't imagine why they would even want to be here?

OK there are LOTS of chances for things to go wrong in the planning and implementation which should keep the chattering class amused for decades.

I have wandered around Pattaya on foot and the surface gradients are up and down behind Pattaya Beach Road.  Huge water traps with shop doirways raised and barricaded. It sure would be a major thing to re-lay all the storm water drains and get a consistent fall.  But there is no alternative so get planning on it.  Just do one soi at a time back to where the upgrade starts.

I don,t think it is the size of the pipes that is the problem, it is the standard of installation and totally inept design. I have seen numerous cases where drainage pipes went into a manhole but there was no pipe going out, forcing the  storm water to squirt out vertically !! Massive storm drains have been installed over the last few decades, but no-one seems to realize that in order for a storm drain to function properly there must be A CONTINUOUS FALL that will provide a flow velocity of 3 feet per second to self cleanse the drain. Then we come to Beach Road ! Is there no exit for the storm water other than flowing over the sidewalk ? Storm water drainage is not rocket science, but the situation that exists in Pattaya is nothing other than a very expensive joke.

2 years ago the only solution was to ''pump it out into the open sea''AS WE LOCALS watched in aw as they dredged and ran a pipe 100 meter into pattaya bay.this went on for 18 mnths.the big photo op was short lived the first rain.the pumps didn't work as they had planned ,so they brought in replacments they didn't work,,now the entire mess sits in the middle of the walk path on top of the exsiting unused pumps..surely these people know they are idiots.no one on earth is this thick..

Given the benefit of the doubt and honest intent - the Governor is absolutely right!

If this country wants to inch towards the 21st century it is high noon to clear up the infrastructural mess on the entire front. Piping, utility supplies, public transport, public service - the works ........

Mr Does - I envy your belief that there is no corruption in City Hall or sundry other local government offices.  Obviously you have not fallen foul of it yet. 

If you owned a Pattaya business; if you ever sought planning permission on housing; if you ever, heaven forbid, get involved in a traffic accident; or if your step-daughter seeks employment as a teacher, you will soon learn that money IS the first thing that comes to many Thai minds and is often the reason they ever think about serious issues.

In the 90s they installed massive drain pipes under Beach Rd, but they were either blocked when the road was widened, or are full of sand, as unlikely they were ever cleaned after being laid.

Certainly no need to lay new pipes under Beach Rd- just get the existing ones functioning.

Probably too easy and not enough money in it.
