I have a daily rubbish collection in CM so some of the system is working.
In Melbourne, Australia we get a weekly rubbish collection.

Tuesday and Saturday is trash collection day in my Moobahn but i do have a small concrete “ bunker “ to keep it contained.
In the UK the Wheelie bins are emptied every two weeks now !!

But I think the real problem is education !!

Whether your rubbish/trash is collected daily or every 14 days is not the issue !!

Teaching people that they cannot just dump it anywhere or leave open bags of food waste open to the atmosphere is the key .

I lived in an apartment for over a year in a complex of roughly 420 apartments with an outhouse for people to dispose of their waste ( in several large plastic bins ).
This outhouse was emptied and hosed down probably 3 times a week but even so the stench was unbearable.
The tenants were too lazy to properly bag their waste and it looked like some people would just scrape their plates straight into the bins and onto the floor !!

So, IMO, the problem is education and needs to be tackled right from kindergarten age !!

Not much of a problem where I travel. I think some villages or Tamboons get it together and others don't.

I keep all my househols and kitchen trash in plasic bags and these are taken out on Tuesday evening in a bigger black palstic bag and put in the trash bin. The trash men come between 05.30 and 06.00 to empty the bins. Mine are usually clean and smell free unless other people dump their trash in and around my bins. I have started to take the bins in from the roadside on a Wednesday to keep others trash out of them but people simply use my neighbours bins until they overflow and then they just dump the trash beside the bins.
