Adding Names to Tabienbaan

Not sure if the correct forum? Real estate or Visa. 2 questions.

Children in blue book one province, now need their names in bluebook at new address where school is located. What is the process. Is it simply going to City Hall with housemaster, bluebook and kids with their ID cards.....or does the previous housemaster need to be involved.

Situation is Father has condo with bluebook but cant add to that as no housemaster name, can any Thai name be added as housemaster or does it need to be the owner as this may be an easier option than involving a third party.

Amphur Office housemaster +blue book + kids (ID cards or birth certs), photocopy of old house book if no ID or birth cert.

Mom needs to be there too (nobody seems to care about dad).

Thanks, have birth  cert and I'd cards but Mother abandoned them.
