Scotland banks that refund ATM fee?

I have a Scot friend with a Thai wife.  He travels here several time per year.  But he just can't seem to work out a convenient/low cost way to transfer money.  He is not internet savvy.   I have E*Trade account where I can use debit card on ATM here and then get refunded the ATM fee (usually B250).  I looked up the Royal Bank of Scotland but I don't think they refund foreign ATM fees.

 

My question is:  Any Scots out there that have bank (or trading) account that will do this (use debit card in Thai ATM and refund the fee)?  I don't need e-transfer suggestions - just debit card with a fee refund.

I do not know of any UK bank that refunds the ATM fee.

 

There are some cards that are available without any foreign transaction charges, but as for the ATM fee, we appear to be stuffed.

I use a Schwab Bank Debit card.  I'm from the US but I think they can be issued to non-US residents as well since they are not a traditional "brick & mortar" bank.  Not 100% on that but worth checking out.

 

They absorb all Thai Bank ATM fees, no fee for card.  Very good customer support by email, phone, and online.  Honestly, best bank I've ever had.  Totally satisfied with them in every way.
