Are there any decent (furnished, modern, 300-400sf, with balcony, kitchenette) studios available around the city from where the centre can be reached in 30-60mins by public transport in the 3-4000THB range /month? I'm not looking for specific listings, just curious if this price range is realistic.

try PP condo just out past thr rail station. take the turning right opposite SR condo as you head out from the city. fully renovated and equipped will be 5000 but  you can get basic fior less

There are many of them in the Santitham area, between the YMCA and Tanin Market.  New construction, mid-rise buildings that don't have websites and maybe Facebook, but in Thai.  Just go to the YMCA and start walking north and look around.  As mentioned, 3000-4000 baht may be a bit low, but 5000-6000 is do-able.  Plus that location is much closer to everything than PP condo by the rail station.

Just curious, anyone know if  the cheaper apartments in Chiang Mai are following the new law of only charging government rates for electricity?  I remember a few years ago that 8-9 baht per unit was a common rate.  They are also only allowed to charge a one month security deposit.  

 

There are apartments in Bangkok that have changed their rent, rates and deposits to follow the law.

Does the new law apply to Hotels/Guesthouses/Inns/Residences etc. which rent monthly and demand rent and security deposits?

If so, would "five or more properties"= five or more rental units at the same property?

Round MaeJo University and SanSai there are 100s available for between 1500 and 2500bht/month.

Some will only rent to students, but most will take anyone that agrees to a 6 month rental.

Same around Santhitham and Rajabhat University, bit more expensive at 2500 to 3500bht/month.

Why do I get the feeling that these wouldn't fulfill my qulity criteria?

 

I wasn't clear about it, but I'm not interested in finding the cheapest, but I need a really comfy and nice, decent sized apartment, and if that's what it takes to avoid paying more than 4kTHB for it, I'd be happy to move to outskirts or sorrounding villages.

What you are looking for is very difficult to find in this price range.

The student rooms which are available do not have kitchenettes neither a proper balcony usually just big enough to hang your laundry and to store the compressor for the air conditioning unit.
You will find hardly any apartment units outside the city in villages.

Opposite our house in Doi Saket there is a new small development going up for foreigners to rent.
Individual Bungalows around 60 sm with bedroom, kitchen, office, living room, balcony, beautiful swimming pool, little restaurant common area for bbq, transportation into the city e.g. but they will rent out for around 12.000 Baht.

Further down closer to the main road (118) there is another development with little fairly new clean bungalows for rent in a long row built closely next to each other.

Which are much cheaper ( think around 4-5000 baht) but also much smaller and without any facilities.

Aight, folks, thanks for all the useful info. 10 000THB per month is also acceptable for me, still cheaper than what I pay here in eastern europe, and looks like I should find what I need in this price range in a pretty central area.

SOI watumong.....close to nature and CMU, and easy to get to the city.  Find Sleep Inn...look at the building across the Street.  Can be half CMU students in that area, but most expats like it...pubs are kind of scarce, but you can be at Nimman in minutes...too bad Nimman was ruined.  Royal Project is great for salad stuff.
