Phuket Airport Immigration chief ‘thankful’ for No Tips order

PHUKET:-- The chief of the immigration officers stationed at Phuket International Airport told The Phuket News today (Oct 8th) that he is ‘thankful’ for new Immigration boss Maj Gen Surachate Hakparn ordering his officers to no longer accept cash ‘tips’ from tourists arriving in the country.

 

Gen Surachate gave the order last Thursday, just four days after taking up the position of Commissioner of the Immigration Bureau last Monday (Oct 1). His appointment as Immigration chief followed his high-profile performance as the Deputy Commander of the national Tourist Police.

 

In taking up his new position, Gen Surachate last Monday vowed to take action on the issue of officials allegedly extorting tour operators, promising the public to tighten the regulations “to prevent the issue from damaging the image of Thailand”.

From all the attention he's getting you’d think Big BJ is on to something new and game-changing, but…

 

…if the history of government behavior is any guide, things at Immigration should go something like this:

 

-          New boss promises hard line, crackdown, follow the rules, no tips, etc.

-          Employees are suitably intimidated, keep collective heads down and wait.

-          Period where financial incentives are refused. (“Cannot, now very danger!”)

-          A month or two down the line people gradually learn how the new boss (along with  the  entourage of compliant lackeys he brought along with him) will do business.

-          Corruption window begins opening again as the new boss’s lackeys implement minor  cosmetic changes, fine tune power adjustments, and define money flow.

-          Backhand fees go up by 10-30% as officials cite new ‘strict’ regime as more    demanding.  (“spensive now, no same before.”)

-          Three to six months in…everything is back to that loose Thai definition of ‘normal’.

 

The new ‘sheriff in town’ promises the so-called ‘clean sweep’ to establish his authority. During this time he will say scary things and a few chickens may be killed as examples to frighten the rank and file monkeys. But it's all about 'show'. Once everyone gets the message and adapts to the new boss’s style…the game goes on.

 

In the end…nothing of substance changes.

Does that mean Tourists without any reason give tips to immigration officers?  On what ground? I had never seen it happening unless they are talking about something that was not explained. Tips for What?

Well stated.  The cycle of corruption was subtly redirect back at the tourist as opposed to implicating the Immigration officers.  "The tourists offer I/Os tips", and opposed to "The I/Os require bribes."  Unfortunately that rewording makes the entire chain of command complicit.  They understand exactly what goes on and yet cover it up with niceties.

It's certain visa arrangements , I would imagine plenty of Chinese paid a "fee" to get things sorted faster.
