And when will there be some strongly noticeable activity seen to put new processes, equipment, trained knowledgeable people into key positions and checks happening every time.

“Regarding the tourism industry, Gen Chatchai has ordered that Phuket province must push this concept to become a reality as fast as possible,” Gov Phakaphong said.

“Phuket tourism must have a reliable image. All officials must concentrate on providing the truth to the public as this affects the coming to Phuket, and the number of tourists coming to the country. Also, this information must be correct information,” he added.

“Simply, the media will lead tourists and people to understand the facts easier,” Gov Phakaphong said.

???????????? Ah, the media will lead the people by the nose to understand the government's version "correct information" and "the facts."

is there anyone in any administration position in this country educated to even understand what that means...……………....highly unlikely 

 

exactly the problem in Thailand, those in positions of power are playing way above their station and being weighed down in their pockets 

 

we have university degrees required for thousands working in menial jobs and yet those running the country are wooden tops with absolutely no way to contribute anything meaningful to the country and its people, why does the great hub Thailand have the absolute worst (road) safety record ever recorded ?

 

because those responsible are ………………...read above

Perfect. The marine environment will be extremely safe after implementing this regulation. There will not be a vessel or captain on the water for years to come. Save a lot of lives.

Isn't it shocking that people in this position have to order people in those positions to do their jobs safely? Good God, what an absolute joke.

I wonder whether one reason for the lack of action is because even the mid level officials are frightened to 're-organize' anything / everything to do with tourist safety because it might interfere with the 'internal' gravy train?

For starters get rid of 90% of vessels now used.... naaa lets go 100%.... lets "control alt delete"....... START AGAIN with new build 2018/2019 vessels for tourists and take it from there and then you may have a chance of a professional fleet for tourists.

Phuket should rather start with taking the tuk tuks off the roads. This definitely would be a huge step ahead.

Its not possible. The capains license for starters.

The coast guard and then the maintenance. 

You just cant order this up like a pizza.

It will take decades in phuket. And thats if you start now. Hilariouse thailand style of command.

Good point and I wonder if anybody / any position of appropriate authority has even got a roadmap (seamap) of all the above points and any action plans?
