This 2nd friendship bridge was formally opened last dec. 2006. But not yet for the general public, as some arrangements Thai-Laos needed to be worked out (apparently its all different here from NonghKhai?). Have not seen any report on it actually opened now or when? So if anyone lives in the area or knows a bit more, please tell us!

That is correct.

I went over a few weeks ago. A chap I met on the bus hadn't known about the bridge until he tried to use the ferry and they turned him away.
