My wife is going to Germany and I want to know if she needs a letter from bank confirming her financial status or will they accept a photo copy of the bank book

I’m assuming your wife is applying for a Schengen Visa, or does she need a National Visa?
What is your nationality?
Often they wish to see the original with a copy, the original is usually returned.

I think a certified bank letter with up to six months worth of statements can be helpful?

GF got a French Schengen visa this week (traveling alone), among the many documents provided was a Kasikorn Bank letter addressed to the The Consul General, The Fench Embassy, detailing name, branch, account number, overdraft status, length of time account maintained, present balance (in Euros) average balance over the past six months, final comment saying that customer is considered financially capable of supporting themselves during this trip to your country. Cost of letter and statement was 100 baht. Produced in 10 minutes. I understood that Kasikorn Bank, certainly her branch (Mega Bang Na), knew what format was required, assume they get these requests often and have a template?
