Budget 5000 or less need it to start learning coding and immediate computer things.

kaidee. If you can read thai or get a thai to translate for you. Sold my macbook pro on there a few months ago. Thereis a ton of stuff on there

OP, a lot of codeing/programming resources are online, sites like codeacademy have free lessons. So you really only need internet access. You could do that with a 2,000 baht android box plugged into your television.

 

For 5,000 baht why not build one, no better way to learn computer basics than building one.

There is a secondhand stall in the rear section of Computer Plaza almost in the corner behind OK Accessories.  This is where the shops that used to be in Icon Square (now the KFC/Wake Up complex and next to where they now have a Regus office space building) They have some Intel i3 towers with just about enough RAM to run Win 10 and onboard graphics for about 5000 baht and ancient but usable monitors for under 1000.

my guess is look in chiang mai  buy and sell. or the others selling sites.pantip or those computer stores may be a starting point  as well

The allinones are competitive..i saw acer 4gb and 500 HD for 9990...factory warranty and licensed windows.. Old computers waste energy and can be firetraps... Also, they need to be grounded. 

In Icon Plaza in the back left corner. But you need to raise your budget to 10K. We bought 2 identical computers there - Acer brand. Lots of RAM, 1 TB HDD, high-end graphics cards, legal Windows 10 Pro, etc. They get PC's from big companies in Bangkok that have gone under. Ours were less than a year old.
