AOT blocks Central Village entrance

The dispute between Airports of Thailand (AOT) and Central Pattana (CPN) appears to be flying into severe turbulence after AOT set up tents blocking the entrance of Central Village – CPN’s latest luxury outlet scheduled to open on August 31 – saying the outlet “trespasses the flying zone of Suvarnabhumi Airport”, which is located next to it.

 

AOT president Nitinai Sirismatthakarn said he sent officials to inspect the disputed area earlier and found that Central Village was building a road connecting the outlet to the main road.

 

“The road they are building trespasses the airport’s flying zone,” he insisted. “The land was assigned to AOT’s administration by the Treasury Ministry.”

 

Nitinai added that Central Village also applied for permission to lay a water pipe through the land, which cannot be approved because this, too, would violate flying zone regulations.

 

Meanwhile, Central Pattana issued a letter claiming its construction strictly follows current urban laws and regulations, and that it had received approval from related agencies before commencing all work.

 

The letter also said that applying for tap water and electricity connections from responsible authorities is a fundamental right to basic infrastructure, which every citizen is entitled to.

 

Transport Minister Saksayam Chidchob summoned Nitinai to discuss the issue on Friday, probably in an attempt to resolve the dispute between both parties.

I am a little curious about how a shopping centre can infringe on a "flying zone". It is not as if the buildings will block flight access to the airport. Are AOT upset that Central did not build on their land and pay them rent?

Given the sensibilities of the location Central should have had all the permissions in place before breaking ground, it would seem they are relying on their "influence" to get this over the line. Imagine having a shopping centre with not access to water (apart from trucked in). I wonder what the situation is for sewage.

Keep it in your pants until you get home. They don't want the AOT to claim they're taking the low-flying p!ss.

I suppose it does bring a new meaning to the phrase 'no fly zone'.

The epitome of non-coordination/incompetence. A huge development is being built next to the airport, a few months ago we read that CPN had not acquired approval for the shopping centre, and now this.. Meanwhile the PM is concerned about fires in the far end of the Portuguese empire while in his own country they can't organize a <deleted> up in a brewery.

Thailand seems to be possessed with so-called luxury malls - the average Thai worker can barely eke out a living so they will not shop there.  Relying on the 'rich' Chinese and Indians seems to be wishful thinking since they travel as cheaply as possible.  Western tourist numbers are plummeting - perhaps they are trying to entice the Arabs from the middle east.

Not sure if anyone who has commented so far is really aware of the circumstances. 

 

The new shopping centre is built on the plot of land just below "nal" in the word "Terminal" in the image. At that point, planes coming in to land on the southern end of the eastern runway (shown directly north of "nal") are very very low and as such there maybe concerns for the planes landing, that's AOT's opinion.

The other concern is as follows.

 

The road shown north to south is the main road IN to the airport from the Bangna-Trat. It is busy. It's also used by people to get across the Bangna-Trat; you drive away from Bangna-Trat and u-turn under (shown on the image) the road in to the airport and pass on the frontage road the entrance to this new Central.

There is no other way to this Central currently than do this u-turn, so it is likely going to cause a blockage.

 

Central is therefore building a new off-exit from the main road coming south from the airport - the problem is there's the start of an up ramp to the elevated Bangna-Trat at almost the same location as the new off-exit being constructed.

 

An additional problem is after you've  u-turned under the bridge there's an in-road from the frontage road to enter the main road from the airport just before Central.

 

So there's about a 100m frontage area just before and in front of Central that could be a traffic jam (it could all work ok though, time will tell).

It's nothing to do with that.  Anyway that would fall under the remit of the CAAT and they have already said everything had pre-approval and the structures fall well within legal limits and they have absolutely no safety concerns.  And in your other post the AOT couldn't give a stuff about potential traffic jams.  They simply want to protect the millions and millions in revenue they enjoy each year from duty free sales.  The last thing they want is coach loads of tourists stopping off at Central to buy discounted luxury goods before they leave the country.

It's far easier to be 'concerned" with things you have nothing to do with, and can't do anything about....

AOT is not a regulatory body, it is a for profit business that operates airports. All necessary permits and approvals from various regulatory agencies were granted for the project. This is why AOT themselves blocked access to the site, not by court action and not by the police. They took it upon themselves to enforce their own wishes, and that is to not have any competition in the tourist market.

I was not taking sides in this, i was merely informing: where Central Village is in relation to the eastern runway, and the traffic congestion it's location is likely to create based on existing roads in that area.
