Refused to accept responsibility? 

That doesn't sound like Thailand.

typical thai .... dog bite you, no owner, you drive over such dog, you go to jail and have to pay serious money to mystery owner that shows up

Surely the Education Department is vicariously liable for the actions of the director?

This is slave labour, amounting to extreme child abuse, surely this is a criminal offence?

Poor bloody kid not scarred physically for life, but traumatised for life possibly, and probably not keen on seeking education, and Thailand wants to be recognised as a "first" world country, when this happens in schools.

Where is the Minister for Education in all this?
