If you're an older person who's already got an ongoing health issue (or two!) that you're paying to have treated at a private hospital (say diabetes, chronic hypertension or minor skin cancers like BCC's) then the mandatory insurance won't cover them so you'll still have to pay whatever you're paying now, but then also an extra 50K Baht++ on top for the insurance that you don't want and that may well be of no use to you. I don't actually know anyone who's here on an OA visa, so I don't suppose this will exactly cause an exodus. The number of tourists that behave stupidly while on holidays is amazing. Some European Countries do have compulsory health insurance, The Insurance company can charge a premium the maximum thereof set by regulations, AND cannot refuse any legally residing person to be insured.
