The treaty you probably did not read explicitly requires a formal official request by the Attorney General and providing precise information. There was no request by the DOJ, one of the reasons being that there was no investigation into the Biden. 

Trump could have followed the legal way and instead chose the crooked way.

 

By the way, why is it that Trump's sycophant did not start an investigation into Biden, given Trumpers's allegation that there is ample evidence of wrongdoing? It's not like Trump was not obsessed by discrediting Biden, right? Why did Trump used the crooked way instead?

I think that if Obama though there had been a violation of US law, he would have asked his agencies to start a legal investigation.

He's not stupid like Trump is.

the people who would provide first hand facts are not allowed to testify, the guy that claims he has nothing to hide completely ignored (he claimed to be above the law as well) the law/subpoenas and threaten anybody from his inner circle who would want or thought about testifying, that alone is already proof of guilty
