If it was me , I would just refuse paying.  We could go back to the police station and I would tell them , where are the signs ?   Show me.  
And then if they still wanted 2000 baht I would tell them this would be all over social media and that's not good for the image of Pattaya.

Then I would buy them a bottle of whiskey and wai goodbye.
